Monique Doward is a dedicated candidate for Minnesota Senate – District 11, committed to advocating for issues that matter. She is passionate about improving health, housing, and accountability in Northern Minnesota.
From Kettle River to Cloquet, Pine City to our rural townships — our communities deserve leadership that listens, protects public resources, and delivers real solutions.
WHY I’M RUNNING
Northern Minnesota is at a crossroads. Rising utility costs, limited access to health care, housing shortages, and major development decisions are impacting families, seniors, people with disabilities, and small businesses across District 11.
I’m running for the Minnesota Senate to bring transparent, community-driven leadership to St. Paul — grounded in public health, local government experience, and a commitment to protecting our people and our land.
Health Care & Public Health
Access to quality care should not depend on your ZIP code. I support strengthening rural health systems, addressing long-term COVID impacts, and protecting seniors and people with disabilities.
Jobs, Workforce & Responsible AI
Economic growth must create real jobs — not just profits for outside interests. I support workforce development and responsible AI policy that protects workers and communities.
Transportation & Regional Connectivity
Reliable transportation supports jobs, education, and health care access. I support smart regional solutions that strengthen the Northland economy.
Housing & Infrastructure
Safe, affordable housing and reliable water and sewer systems are foundational. I will advocate for transparent infrastructure funding and practical solutions for rural communities.
Environment & Land Stewardship
Northern Minnesota’s land and water are not expendable. I support sustainable development and oppose poorly regulated projects that ignore community input.

ABOUT / COMMUNITY ROOTS
I moved to Kettle River in 2019 after my family was displaced by Hurricane Michael. Since then, I’ve dedicated my work to serving Minnesota communities — as a former city council member, public servant, and advocate for equity and accountability.
I currently work in social services and am completing my doctorate in public health. This campaign is about practical solutions and respectful leadership that puts people first.
